RFI 24/1/08 -- Chính quyền VN chính thức tỏ ý lấy làm tiếc về những vụ tập hợp của giáo dân Công Giáo đòi nhà nước hoàn trả tài sản cho giáo hội.

Theo hãng AFP trong một bài phỏng vấn dành cho thông tấn xã VN công bố hôm nay. Ông Dương Ngọc Tân một quan chức cao cấp ban Tôn Giáo Chính Phủ đã tuyên bố là Bộ Sự Vụ Tôn Giáo thuộc Uỷ Ban Chính Phủ rất "lấy làm tiếc", từ ngữ trong nguyên văn, về 2 cuộc tập hợp gần đây của giáo dân Công Giáo tại khu vực Hà Nội.

Đây là những cuộc tuần hành diễn ra từ cuối tháng 12 vừa qua. Có lúc tập hợp hàng trăm người tại Hà Nội và tại giáo xứ Thái Hà. Họ thắp nến cầu nguyện, rước tượng Đức Mẹ và thánh giá yêu cầu chính quyền Việt Nam hoàn trả cho giáo hội những cơ sở đã bị tịch thu trong thời gian trước đây. Đặc biệt là Tòa Khâm Sứ ở Hà Nội.

Đối với ông Dương Ngọc Tân, thì toàn bộ đất đai tại Việt Nam đều thuộc quyền sở hữu của nhà nước, chứ không thuộc về bất kỳ cá nhân hay tổ chức nào. Do đó theo ông, vấn đề cấp đất cho một tổ chức tôn giáo nào đó cần phải dựa trên nhu cầu của tổ chức đó và giải quyết theo khuôn khổ luật pháp.

HA NOI (24-01-2008) — A senior official in charge of religious affairs affirmed that any demands for housing or land used by organisations and individuals, as well as the Ha Noi Bishops’ House, will be considered in accordance with Vietnamese law.

"The State bases on the need for land of a religious organisation to consider its proposal and to grant the organisation the right to use a land lot which was formerly used by the organisation or a new one," Duong Ngoc Tan, head of the Catholics Department under the Government Committee for Religious Affairs, said in an interview with the Vietnam News Agency.

"According to Item I, Article 5 of the Law on Land, every piece of land is in possession of the entire nation, with the State being a representative for public ownership. Therefore, there is no private ownership for land. Organisations and individuals are only given land use rights. Based on the need of organisations and individuals, the State considers granting them stable and long-term land use rights," Tan said.

According to the government official, various social changes occurred in the history of Viet Nam, including changes in the land and housing status. The State’s existing policy advocates the rights and benefits of all organisations and individuals in using land and housing, while making sure that no instability is created for the land issue and the interest of the entire people and the national construction and development is best served.

He also cited different articles in the Law on Land stipulating that the State does not accept any claim for land which has been given to other users during the implementation of land policies of the Democratic Republic of Viet Nam, the Provisional Revolutionary Government of the Republic of South Viet Nam and the Socialist Republic of Viet Nam .

He further said: "The National Assembly approved a resolution on November 26, 2003, regulating that the State does not re-consider policies and the implementation of policies promulgated before July 1, 1991 regarding land management.

Recently, hundreds of Catholic followers came to a land lot at 42 Nha Chung in HaNoi, which is under state management, to place Virgin Statue and cross and hold prayer. At the same time, parishioners of the Thai Ha Parish appropriated another land area to build chapels and caves.

"The Government Committee for Religious Affairs regretted that the two incidents had happened," Tan said, adding that according to religious policies, all complaints should be addressed in line with law.

"It is a state policy that Catholics in particular and religious followers in general are Vietnamese citizens so all religious organisations and followers are provided with favourable conditions to carry out religious activities," he said. — VNA/VNS
